Rand C. Lewis, Ph.D.

Dr. Lewis, is a published historian and recognized specialist in international affairs; government affairs; terrorism; and real estate economics, market analysis and valuation. He has over 29 years of government service with the U.S. military and over nine years as a director of university research and educational institutes dealing with information assurance, homeland security, international affairs and conflict resolution. He is a published author and educator.
With a military background in the Army Corps of Engineers and as an Army Foreign Area Officer, Dr. Lewis brings an extensive background with command, staff officer/planner, and international negotiations experience to the TS2Corp team. As an academician, he holds a Ph.D. in History and International Relations from the University of Idaho (UI) and has published two books on right-wing extremism and terrorism, as well as numerous articles on terrorism, government relations, intelligence and technology transfer issues in journals. Dr. Lewis was the Director of the Martin Institute for Peace Studies and Conflict Resolution and the Martin School of International Affairs at the University of Idaho. From 2002 to 2005, he was also the Director of the National Alliance for Information Assurance, which is made up of five NSA Centers of Excellence from across the United States. He provided the leadership and coordination for a consortium of universities committed to cooperation in information assurance efforts for the National Security Agency (NSA).
Dr. Lewis is a leading expert in real property economics, financial analysis, development feasibility, cost analysis and real property valuation. He has over 38 years of real property valuation experience and has done numerous commercial, residential, right-of-way, litigation and rural property appraisals.

Mr. Vest is an organization and company chairman, executive, advisor, analyst, representative and negotiator. He is a former US Government (USG) senior executive and manager with over 40 years of U.S. and international success in government, industry and consulting. As a domestic and international Environment, Safety and Occupational Health leader in the USG Senior Executive Service (SES) for 18 years (Principal Assistant Deputy Under Secretary of Defense and Deputy Assistant Secretary of the Air Force), he provided executive, management, advisory, analytical and representational services for regulated agencies in force protection and security (including vector borne disease control and occupational health); climate change and ozone layer protection; strategic planning; policy analysis and development; large organization policy, program and project performance oversight; advocacy and representation; interagency & intergovernmental coordination and cooperation; multinational and bilateral international cooperation; and legislative, state government, local government, public and NGO interaction. Mr. Vest held 30 major USG and/or international chairmanships and leadership appointments and chairmanships or co-chairmanships and/or co-sponsorships for 33 major conferences and seminars. He has dealt personally with senior officials from over 100 nations and physically represented the U.S. Government, headed Dodd or U.S. delegations or conducted private sector business in 58 countries.
Since his USG retirement, he has worked as senior advisor, analyst, consultant, CEO, president, and chairman and member of boards of directors or advisory boards for public and private for-profit and non-profit companies and organizations. He knows US and International governmental processes and worked many years at the TOP SECRET/SCI level on a wide range of Defense and National Security matters.
