It is not unusual for agencies, businesses, and individuals to engage in activities that may be illegal. Often they are unaware of the extent to which their conduct might be subject to EAR of ITAR and what steps must be taken to comply with these export regulations.
Why Export Compliance and Enforcement Training and Consultation, Research and Assistance?
During 2008, violation prosecutions associated with U.S. export laws increased by 32 percent over 2007. This was a result of a significant effort on the part of the U.S. Government to enforce the laws associated with illegal exports. Over 145 U.S. and foreign businessmen, scientists, professors, and even some students were charged with or found guilty of transferring illegal technology or knowledge outside of the U.S.
Transnational Strategic Solutions, Inc. (TS2Corp) provides one and two day training seminars and continuous consultation, research and assistance services for government agencies, private businesses, academicians and others who are or may be involved in the transfer of technologies or technical knowledge overseas. The seminars are devoted to the understanding of the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR) and the ramifications of these statutory and regulatory requirements on exporting. TS2Corp consultation, research and assistance services provide an extremely cost effective and efficient way to get quick answers and guidance on specific situations or cases, find and apply precedents and fill in the gaps not found in the official Government documents. The instructor and principal consultant is Dr. Rand C. Lewis, TS2Corp CEO. He has presented the seminars under DOE contract and, by invitation, an abbreviated training session at the Federal Laboratory Consortium Far West & Mid-Continent Regional Meeting (2009). Previously, as the Overseas Director for the Defense Institute of Security Assistance Management, Dr. Lewis was responsible for training civilians and military being assigned to embassies world-wide in technology transfer procedures, defense cooperation, FAR, Arms Export Control Act and regional studies.

The seminars are designed to benefit any organization or those individuals who wish to ensure full compliance with the U.S. requirements associated with the export of items or intellectual property overseas. The training addresses a wide variety of issues and provides information critical for the diverse groups that export abroad. It provides essential information to establish a foundation for those who are new to exporting technology as well as those who are experienced and who wish to ensure regulatory compliance. Persons directly involved in export licensing, compliance and contracts, legal, marketing, human resources and security staff involved in access to technology should consider this training as “high priority.”

The goal of these seminars is to provide an opportunity for introducing, clarifying and reinforcing the participants’ knowledge of technology transfer and the associated export controls that are in place to protect U.S. interests.

Consultation, Research and Assistance Services
TS2Corp consultation, research and assistance services are designed to provide the most current information, interpretations and advisories. These services also free staff time to administer programs rather than do sometimes complex research, interpretation and analysis. TS2Corp offers consultation, research and assistance services for all topics and specific situations and cases on an annual contract basis with a monthly retainer rate for ten hours plus hourly fee for time in excess of ten hours per month.
